For these very special situations, technology to reduce cost exists and is widely in use. For the remainder of the residential and commercial market influencing the ratio of real vs. apparent power makes no difference in terms of energy cost whatsoever, despite there having been multiple such claims by various products in the past. They enter the market, scoop off some investor's money, then disappear almost as fast as they came because their technology simply doesn't keep the promise.
